Heather Sandy is Executive Director of Children’s Services and Deputy Chief Executive at Lincolnshire County Council, where she provides strategic leadership across education, children’s public health and social care. Heather is committed to making Lincolnshire a place where children are safe, happy and able to thrive. Under her leadership, Lincolnshire’s Children’s Services are recognised among the strongest in the country and the council is proud to be a Sector Led Improvement Partner with the Department for Education, helping to shape innovation and support improvement nationally. Heather began her career in education and has worked in schools across Lincolnshire throughout her professional life. She is Chair of the ADCS Education Policy Committee and led Lincolnshire as one of the first three national pathfinders for children’s social care reform through Stable Homes, Built on Love. In 2026, she was awarded a CBE for services to education.
